I think it is inappropriate. What are we doing today to teach children that our soldiers) (including those funds are not allowed, however, that teachers would be something of a child's birthday. Tradition may seem harmless, but sends the wrong message to children that it's okay) to spank a child (with their funds or other means. I would say it is completely out of line, but it sounds as the "power" behind it. What I really want to know is, if only the teacher or not everyone in the school play this game? If you have documented their conversations, I would probably give the green light, and the superintendent. It can not hurt anything and hopefully the "beating" stopped.
